shall be subject to a fine of not more than One Hundred
Dollars ($100.00) for such violation, and an additional
fine of Twenty—five Dollars ($25.00) for each day that
such violation continues commencing on the first day
after the expiration of the time so fixed by the
Administrative Authority to correct such condition.

23-37 Repeal

That all Acts and parts of Acts, whether local or
general, inconsistent with the provisions of this Act are
hereby repealed to the extent of such inconsistency,
except that nothing herein contained shall be construed
to affect any of the provisions of Chapter 53 9 of the
Acts of 1924, or any amendments thereto.

SECTION 2. BE IT FURTHER ENACTED BY THE COUNTY
COUNCIL OF BALTIMORE COUNTY, MARYLAND, that the following
Sections, Subsections and Tables of the National Standard
Plumbing Code as revised June 1971, herein adopted, are
hereby repealed and re—enacted with amendments to read as
follows:

2.16 Freezing

Water service piping and sewers shall be installed
below recorded frost penetration but not less below grade
than 3 feet 0 inches for water piping and 2 feet 6 inches
for sewers. Water, soil or waste piping are not
permitted outside of a building or in an exterior wall
unless complete and proper provision is made to protect
such pipe from freezing.

2.19 Connection to Water and Sewer System

2.19.1 General

The water distribution and drainage system of any
building in which plumbing fixtures are installed shall
be connected to a public water supply and sewer system
respectively if available. A public water supply system
and/or public sewer system shall be deemed available to a
premise used for human occupancy if such a premise is
within [200] 500 feet, measured along a street, alley, or
easement, of the public water supply or sewer system and
a connection conforming with the standards set forth in
the Code may be made thereto. THESE PREMISES SHALL BE
CONNECTED TO THE PUBLIC SYSTEMS REGARDLESS OF THE
OPERATING CONDITION OF THEIR PRIVATE INSTALLATIONS.

2.24 Toilet Facilities for Workmen

Suitable toilet facilities shall be provided and
maintained in a sanitary condition for the use of workmen
