23-32 Rainleaders & Gutters

Anything herein, apparently to the contrary,
notwithstanding, exterior roof drains, gutters, down
spouts and rainleaders may be installed, altered,
repaired and maintained without obtaining a permit
therefor by persons who do not possess one of the
foregoing certificates, but the materials used therein
and the method of construction thereof shall comply with
the provisions of the Building Code.

23-33 Permits Required for Tapping Sewers or Drains

No person shall tap sewers or drains in public or
private streets, alleys or right of ways unless a permit
for such tapping is first obtained from the Director of
Public Works of Baltimore County. When the application
is to tap a private sewer or drain, the written
permission of the owner thereof shall accompany the
application and shall be retained among the records of
the Department of Public Works. The tapping of all
sewers and drains, public or private, shall be under the
supervision of the Director of Public Works or his
authorized agent. All permits to tap public or private
sewers or drains shall be issued on the condition that
the recipient thereof assumes all risk, damage, injury or
loss resulting therefrom.

23—34 Information as to Existing Sewers

Information concerning the size, location, and depth
of public sewers or drains and the position of branch
junctions and appurtenances will be furnished by the
Department of Permits and Licenses when application for
such information is made. All reasonable care will be
taken to insure the correctness of such information. If
a connection is not at the point specified on a permit,
it shall be the responsibility of the Administrative
Authority to have the same located.

23—35 Constitutionality and Validity Declaration

The provisions of this Act are severable if any
section, sentence, clause, phrase thereof is, for any
reason, held to be unconstitutional or invalid, such a
decision shall not affect the validity of the remaining
portions of this Act.

23—36 Penalties

Any person, firm or corporation who individually,
collectively, or through others shall construct, erect,
alter or repair any plumbing or gas fitting work in
violation of any provision of this Title upon conviction
