(House Bill 45)
AN ACT concerning
Executive and Legislative Authority — Energy
FOR the purpose of continuing certain powers of the
committee on Administrative, Executive and
Legislative Review, or of transferring those powers
to any other joint committee if any may be
substituted by law by the General Assembly to carry
out its responsibilities with respect to the energy
crisis relating to emergency energy powers of the
Governor; and delegating certain duties relating to
energy to the Committee on Administrative, Executive
and Legislative Review; extending, until a certain
date, certain powers of the Governor in energy
crisis emergency situations; authorizing imposition
of certain civil and criminal penalties under
certain conditions; providing the circumstances in
which an emergency order, rule or regulation may
become immediately effective; confirming the
Governor's power to exercise the authority necessary
to implement the federal mandatory allocation
program set forth in a certain federal act;
providing for the effect of this Act upon certain
other laws and upon actions taken under its grant of
power; extending the time for review of certain
actions by the Governor relating to energy crisis
emergency situations; and providing the time for
review of certain actions by the Governor relating
to energy crisis emergency situations.
BY repealing and re—enacting, with amendments,
Article 41 — Governor—Executive and
Administrative Departments
