KENT COUNTY

7 02 be and is hereby added to the Code of Public Local
Laws of Kent County (1967 Edition and 1970 Supplement
being Article 15 of the Code of Public Local Laws of
Maryland), title "Kent County " subtitle "County
Commissioners" to follow immediately after Section 701
thereof and to read as follows:

7 02. THE OFFICE OF THE DIRECTOR OF PLANNING OF KENT
COUNTY IS CREATED. THE BOARD OF COUNTY COMMISSIONERS OF
KENT COUNTY MAY APPOINT A DIRECTOR OF PLANNING FROM TIME
TO TIME. HE SHALL BE SELECTED ON THE BASIS OF HIS
PLANNING AND ZONING KNOWLEDGE AND EXPERIENCE AND
EXPERIENCE IN ADMINISTRATIVE AND PUBLIC AFFAIRS. THE
DIRECTOR OF PLANNING AND ZONING SHALL RECEIVE AN ANNUAL
SALARY TO BE ESTABLISHED BY THE COUNTY COMMISSIONERS. HE
SHALL HOLD HIS OFFICE ON GOOD BEHAVIOR AND MAY BE
DISCHARGED BY THE BOARD ONLY FOR INEFFICIENCY, INABILITY,
NEGLECT OF DUTY OR MISCONDUCT; BUT BEFORE HE MAY BE
REMOVED FROM OFFICE HE SHALL BE GIVEN A COPY OF THE
CHARGES AGAINST HIM AND AN OPPORTUNITY OF BEING PUBLICLY
HEARD IN PERSON OR BY COUNSEL UPON NOT LESS THAN TEN DAYS
NOTICE.

A.    THE DIRECTOR OF PLANNING IN ANY EVENT SHALL
NOT HOLD HIS OFFICE LONGER THAN THE LAST DAY OF THE MONTH
IN WHICH HE ATTAINS THE AGE OF SEVENTY YEARS.

B.    THE DIRECTOR OF PLANNING SHALL DEVOTE HIS FULL
TIME TO THE WORK OF THE COUNTY PLANNING AND ZONING
PROBLEMS, AND HE SHALL BE RESPONSIBLE TO THE COUNTY
COMMISSIONERS FOR THE PROPER ADMINISTRATION OF HIS
AFFAIRS. HE SHALL, AT ALL TIMES, BE HELD RESPONSIBLE FOR
THE PROPER DISCHARGE OF HIS DUTIES, BUT MAY DELEGATE TO
AN APPROPRIATE EMPLOYEE SUCH AUTHORITY AS HE DEEMS
NECESSARY TO CARRY OUT THE DUTIES OF HIS OFFICE.

C.    THE DIRECTOR OF PLANNING FOR THE COUNTY SHALL
HAVE THE FOLLOWING POWERS AND DUTIES:

1.    HE SHALL WORK UNDER THE GUIDANCE OF THE
KENT COUNTY PLANNING COMMISSION AND DIRECTION FROM THE
COUNTY COMMISSIONERS OF KENT COUNTY, MARYLAND. HE SHALL
PLAN, MANAGE, AND SUPERVISE THE DAILY WORK OF THE
COMMISSION'S OFFICE AND PROVIDE FOR SUPERVISION OF ITS
EMPLOYEES.

2.    HE SHALL PREPARE AND REVIEW INITIAL
APPLICATIONS FOR GRANTS AND OTHER ASSISTANCE; ASSIST
INDIVIDUALS AND FAMILIES WITH THE MARYLAND HOME FINANCING
PROGRAM AND PERFORM OTHER DUTIES ON BEHALF OF THE
DEPARTMENT OF ECONOMIC AND COMMUNITY DEVELOPMENT.

3.    HE SHALL PROVIDE IMMEDIATE AND LONG
RANGE PLANNING IN COOPERATION WITH OTHER AGENCIES AND
