shall become effective on the forty-sixth day following
its enactment.

CHARTER RESOLUTION NO. 5-74
RESOLUTION of the Mayor and Council of The Town of
Union Bridge adopted pursuant to the authority of Section
3 (Home Rule) of Article XI—E (Municipal Corporations) of
the Constitution of Maryland and of Section 13 of Article
23A of the Annotated Code of Maryland (1966 Replacement
Volume, as amended), title "Corporations-Municipal",
subtitle "Home Rule" to amend the Charter of The Town of
Union Bridge (being Section 638 to 706 inclusive of the
Code of Public Local Laws of Carroll County (1965
Edition, as amended), and being Article 7 of the Code of
Public Local Laws of Maryland, amending Section 697
(sub—title Purchasing and Contracts) (being also Section
60 of the Municipal Corporation Charter of The Town of
Union Bridge) to provide that all expenditures for
supplies, materials, equipment, construction of public
improvements or contractual service involving more than
five thousand Dollars ($5000.00) shall be made on written
contract after advertising for sealed bids.
SECTION I. BE IT RESOLVED by the Mayor and Council
of The Town of Union Bridge that the Charter of said
municipal corporation be and the same is hereby amended
by repealing Section 697 of said Charter and re-enacting
the same to read as follows:
697, PURCHASES AND CONTRACTS.
All purchases and contracts for the town government
shall be made by the clerk—treasurer. The council may
provide by ordinance for rules and regulations regarding
the use of competitive bidding and contracts for all town
purchases and contracts. All expenditures for supplies,
materials, equipment, construction of public
improvements, or contractual service involving more than
[one thousand dollars ($1,000)] FIVE THOUSAND DOLLARS
($5000.00) shall be made on written contract. The
clerk—treasurer shall be required to advertise for sealed
