CHARTER AMENDMENT NO. 74-1

"Mayor and Council Members: terms of office,
qualifications, compensation, absences, designation of
vice—mayor and filling of vacancies"

Resolution of the Mayor and Council of the Town of
Morningside, Maryland, adopted pursuant to the authority
of Article 11-E of the Constitution of the State of
Maryland, 1957 edition as amended, entitled
"Corporations-Municipal," to amend the Charter of
Morningside, this amendment to be entitled "Mayor and
Council Members: terms of office, qualifications,
compensation, absences, designation of vice—mayor and
filling of vacancies," and such amendments to:

a.    Change the qualifications and terms of office
of the Mayor and Council Members.

b.    Change the amount and method of compensation
for the Mayor and Council Members.

c.    Provide for a vice—mayor and prescribe his
duties.

d.    Provide for excusable absences from council
meetings.

e.    Clarify the procedures for filling vacancies
in the offices of Mayor or Council Members.

f.    Change certain terms and titles in the
sections being amended.

Section 1. Be it resolved by the Mayor and Council
of the Town of Morningside that Section 3, "Type of
government," of the Charter of the Town of Morningside be
amended to:

a.    Change the terms of office for Council Members
from one year to two years with overlapping terms and
with the transition election to be held in May 1974.

b.    Increase the term of office of the Mayor from
two years to three years beginning in May 1974.
