MUNICIPAL CHARTERS

11. Certain other changes in form and
wording which do not affect the
substance of the charter.

SECTION 1. BE IT RESOLVED BY THE MAYOR AND COUNSEL
OF MILLINGTON that section 4 of the Charter be and is
hereby amended to read as follows:

"Councilmen shall have resided in the Town for at
least [three years] SIX MONTHS immediately preceding
their election and shall be qualified voters of the Town.
[No individual shall serve as Councilman for longer than
three consecutive terms or nine years, which ever is
longer, and having served for three consecutive terms or
nine years an individual is not eligible for reelection
to the Council until a period of three years have
lapsed.]"

SECTION 2. BE IT FURTHER RESOLVED that section 15
of the Charter be amended so that the first paragraph
entitled "General Powers" will be lettered "a", with the
second paragraph of that section entitled "Specific
Powers" to be lettered "b". Thereafter, the headings
from "Advertising" to "Saving Clause" would be enumerated
from 1 to 56.

SECTION 3. BE IT FURTHER RESOLVED that section
15(a)(46) of the Charter be and is hereby amended to
read:

" (Police Force) To establish, operate, and maintain
a police force. All Town policemen shall within the
municipality, have the powers and authority of
[constables] DEPUTY SHERIFFS in this State."

SECTION 4. BE IT FURTHER RESOLVED that section 18
of the Charter be and is hereby amended to read:

"Every person who (a) is a citizen of the United
States, (b) is at least [twenty—one] EIGHTEEN years of
age, (c) has resided in the State of Maryland for at
least [one—year] SIX MONTHS next preceding any Town
election, (d) has resided within the corporate limits of
the Town for six months next preceding any Town election,
and (e) is registered in accordance with the provisions
of this Charter, shall be a qualified voter of the Town.
Every qualified voter of the Town shall be entitled to
vote any any or all Town elections."

SECTION 5. BE IT FURTHER RESOLVED that section 23
of the Charter be and is hereby amended to read:
