within[. and one mile beyond,] the corporate limits of
the town, and for these purposes he is hereby invested
with [the same power and authority as any constable has
under the laws of this State, and he shall be allowed the
same fees as are allowed constables for similar services,
and said fees shall be taxed as part of the costs] POLICE
POWERS.
310. Violation of ordinances.
The violation of any ordinance of the said
Corporation shall be a misdemeanor and the Mayor and
Council of Hurlock shall have power by ordinance to fix
penalties therefor not inconsistent with the penalties
fixed by the laws of Dorchester County for violation of
similar misdemeanors and any person violating any
ordinance may be tried therefor before, and if found
guilty punished by [the trial magistrate for Dorchester
County or in the event there is another trial magistrate
having jurisdiction in Hurlock, then before and by him in
accordance with the laws of Dorchester County regulating
such trial] A JUDGE OF THE DISTRICT COURT OF DORCHESTER
COUNTY.
312. Roads and streets.
The said Mayor and Council of Hurlock shall have
full power to lay out new streets or roads within said
corporate limits, and to straighten, widen or change
existing roads, streets or highways, and they shall be
authorized to do all things necessary to keep such
streets, roads or highways, within such corporate limits
in good condition, and free from obstruction, and they
may pass ordinances regulating such roads, highways or
streets and imposing fines and forfeitures for
obstructing the same. The said corporation may make
arrangements with the County Commissioners of said county
whereby the expense of keeping up said streets or roads
may be paid by the county [, and the said County
Commissioners shall provide for the expense of keeping up
the county roads or highways which pass through said
town].
314. Sidewalks and gutters.
The said Mayor and Council of Hurlock shall have
full power to provide by ordinance for grading and
paving or regrading and repaving all sidewalks and
gutters on any street, lane or alley in said town of
Hurlock, or any part thereof, and to compel the owners of
the abutting property to pave and grade or repave and
regrade such sidewalks and gutters, and in case the
owners of the abutting property shall refuse or fail,
after thirty days' notice thereof served upon such
