CHARTER AMENDMENT 5-74-5

RESOLUTION OF THE COMMISSIONERS OF GALESTOWN ADOPTED
PURSUANT TO THE AUTHORITY OF ARTICLE III OF THE
CONSTITUTION OF MARYLAND AND SECTION 13 OF ARTICLE 23A OF
THE ANNOTATED CODE OF MARYLAND (1971 REPLACEMENT VOLUME)
TITLED "CORPORATIONS-MUNICIPAL" TO AMEND THE CHARTER OF
THE COMMISSIONERS OF GALESTOWN BY REPEALING AND
REENACTING WITH AMENDMENTS SECTION 277 "GENERAL POWERS;
TAX RATE AND TAX COLLECTIONS" OF THE CODE OF PUBLIC LOCAL
LAWS OF DORCHESTER COUNTY (1961 EDITION), SAID CODE BEING
ARTICLE 10 OF THE CODE OF PUBLIC LAWS OF MARYLAND, TITLE
"DORCHESTER COUNTY", "SUBTITLE "GALESTOWN", TO ADOPT
SEVERAL PROVISIONS OF THE MODEL CHARTER PROVISIONS FOR

MUNICIPAL POWERS, SEVERAL AMENDED PROVISIONS OF THE MODEL

CHARTER, AND TO ADD A PROVISION FOR ABSENTEE VOTING.

SECTION 1. BE IT RESOLVED by the Commissioners of
Galestown that the Charter of said Municipal corporation
be, and the same is hereby amended by repealing and
reenacting said Section 277 to read as follows;

277. General powers [: tax rate and tax collections].

[The said Commissioners, or a majority of them,
shall have full power to make by-laws, regulations and
ordinances consistent with the laws and constitution of
the State, as from time to time they may deem wise,
equitable and expedient for the comfort, health,
convenience and prosperity of said town and its
inhabitants, for the prevention and removal of nuisance's
the preservation of health and suppression of vice and
immorality within the limits of the said town; and shall
have the power to lay an equal tax on the property within
said limits to such an amount, as may from time to time be
deemed necessary to accomplish the purposes aforesaid,.
which tax shall be collected and paid to the President
and Commissioners, by the collector by them appointed,
who shall have the same power to distrain therefor, as
the collector of the public county assessment has to
distrain for the same; provided, said tax shall not
exceed thirty cents on the One Hundred Dollars ($100.00)
of the taxable property of said town, for any one year;
and the said President and Commissioners shall fix the
