of four years or until their successors shall take
office. The regular term of each Councilman shall expire
on the [second] FIRST Monday following the election of
his successor. [The Councilmen holding office at the
time this Charter becomes effective shall continue to
hold office for the terra for which they were elected and
until their successors take office under the provisions
of this Charter. In the election which shall take place
in the calendar year 1970 the two candidates for the
office of Councilman receiving, respectively, the highest
and the second highest number of votes shall be elected
for four year terms. The three candidates receiving,
respectively, the third highest. The fourth highest and
fifth highest number of votes shall be elected for two
year terms.] TWO COUNCILMEN SHALL BE ELECTED IN 1974 AND
IN EVERY FOURTH YEAR THEREAFTER AND THREE COUNCILMEN
SHALL BE ELECTED IN 1976 AND IN EVERY FOURTH YEAR
THEREAFTER.
2. Section 14 of the Charter is amended to read
as follows:
The Mayor shall be elected as hereinafter
provided and shall hold office for a term of four years
of until his successor shall take office. Each Mayor
hereafter elected shall take office on the [second] FIRST
Monday following his election. [The Mayor holding office
at the time this Charter becomes effective shall continue
to hold office for the term for which he was elected and
until his successor takes office under the provisions of
this Charter.] THE NEXT ELECTION FOR THE OFFICE OF MAYOR
SHALL TAKE PLACE IN 1974.
Adopted by the City Council of Gaithersburg this

AMENDING SECTIONS 4 AND 15 OF THE CITY CHARTER
TO PROVIDE THAT NO PERSON BE ELIGIBLE FOP
ELECTION AS COUNCILMAN OR MAYOR UNLESS HE HAS
HAD HIS DOMICILE IN THE CITY FOP AT LEAST TWO
YEARS IMMEDIATELY PRECEDING ELECTION AND IS A
QUALIFIED VOTER AT THE TIME OF HIS ELECTION.
BE IT ORDAINED by the Mayor and Council of
Gaithersburg, in public meeting assembled, that:
