for Washington County, that they will discharge the
duties of their respective offices according to the best
of their skill and judgment, without fear, favor,
affection or partiality, a copy of which oath, with a
certificate of the justice administering the same, shall
be entered on the journal of the corporation.
239. Meetings of MAYOR AND COUNCIL [Burgess and
Commissioners].
The said MAYOR AND COUNCIL [burgess and
commissioners] may meet from time to time, as occasion
may require, on the business of the Corporation, not less
than once in every three months, and the MAYOR [burgess]
shall preside at all meetings, and may give the casting
vote; in his absence the ASSISTANT MAYOR [assistant
burgess] shall preside, under the same restrictions; but
when the MAYOR [burgess] is present, the ASSISTANT MAYOR
[assistant burgess] shall have the same power as a
COUNCILMAN [commissioner].
241. ORDINANCES; PUBLIC INSPECTION.
The Clerk shall enter all ordinances passed by the
COUNCIL [burgess], in a book to be kept by him for that
purpose, which shall be open at all times to the
inspection of all persons interested; and copies of all
ordinances shall be put up in the most public places in
the town.
242. ORDINANCES; POWER AS TO.
The MAYOR AND COUNCIL [Burgess and Commissioners]
may make such by—laws and ordinances as they may deem
expedient for the comfort, health, convenience and
general prosperity of the said town, as well as all
regulations for the security of property and good
government of said municipality; and to this end it shall
have power to institute a fire department; to prevent,
remove and abate all nuisances in or upon the streets,
highways, lanes or alleys, drains or water—courses, in or
upon any lot or lots adjacent thereto, and provide for
imposing a fine or fines upon any person or persons so
offending; to remove or cause to be removed, or rendered
safe at the expense of the owner any rickety chimneys or
other structures that may be regarded as dangerous; to
prevent livestock of any kind from running at large
within the corporate limits, and to provide suitable
penalties; to lay a special tax or license on dogs, in
the discretion of the board; to establish and regulate a
lock—up for the temporary confinement of violators of the
laws and ordinances of the town; to prohibit or restrain
the keeping of bawdyhouses or houses of ill—fame within
the limits of the corporation, and to provide for the
