this subsection shall be allowed.
SECTION II: BE IT FURTHER RESOLVED that the date of
passage of this Resolution shall be March 21, 1974 and
the amendment to the Charter of the City of Frederick
shall become effective on May 10, 1974, unless a proper
petition for referendum herein shall be filed as provided
by Section 13 of Article 23A of the Annotated Code of
Maryland, and provided a complete and exact copy of this
Resolution shall be continuously posted in City Hall,
Frederick, Maryland, until May 10, 1974, and provided
further that a fair summary of the proposed amendment
shall be published in the News—Post, a paper of general
circulation in the City of Frederick once in each of the
weeks of March 24, March 31, April 7, and April 14, 1974
and that all sections or parts of sections of the Charter
or ordinances inconsistent with the provisions of this
Resolution be and the same are hereby repealed to the
extent of such inconsistency.
SECTION III: BE IT FURTHER RESOLVED AND ORDAINED
that the Mayor of the City of Frederick shall send
separately by registered mail to the Secretary of the
State of Maryland and the Department of Legislative
Reference the complete text hereof; the date of
referendum election, if any; the number of votes cast for
and against the question containing the Charter
amendment, whether in the legislative body or in a
referendum and the effective date of the Charter
amendment.

A RESOLUTION TO PROPOSE AN AMENDMENT TO ARTICLE
IX, PERSONNEL ADMINISTRATION, BY ADDING SECTION
137-B, "RETIREMENT".
SECTION I: BE IT RESOLVED, ENACTED AND ORDAINED by
the Mayor and Board of Aldermen of the City of Frederick,
that the Charter of the City of Frederick, as the same
was enacted by the General Assembly of Maryland in
Chapter 539 of the Laws of 1951, be amended by adding the
following to Article IX, Personnel Administration:
ARTICLE IX. Personnel Administration.
SECTION 137-B. RETIREMENT.
