"THE CITY COUNCIL MAY REMOVE ANY OF SAID
COMMISSIONERS DURING HIS TERM OF OFFICE FOR CAUSE,
FOUR COUNCILMEN VOTING IN FAVOR OF SUCH REMOVAL AND
SHALL FILL ANY VACANCY THAT MAY OCCUR ON SAID
COMMISSION FOR ANY REASON FOR THE BALANCE OF THE
UNEXPIRED TERM.

"The Clerk of the City of Cumberland shall act as
Secretary to the Civil Service Commission and shall keep
a record of all meetings of said Commission and shall
otherwise perform all of the duties commensurate with the
position of Secretary to the Commission as may be
required for the efficient operation of the Commission."

SECTION 3: AND BE IT FURTHER RESOLVED, That
subsection (k) of Section 36 of said Charter and Section
33 of said Charter be and are hereby repealed and
reenacted, with amendments, to read as follows:

(k) No person shall be employed in any capacity in
the fire or police department unless he is a citizen
of the United States, and is of good moral character
and can read and write the English language, and is
not addicted to the use of intoxicating beverages or
narcotic drugs. [All applicants for positions in
the police and fire departments shall be residents
of the City of Cumberland for at least six months
immediately prior to the filing of such application
for employment and, if appointed to either of said
departments;, shall remain a resident of the city as
a condition of continued employment.]

Sec. 38. [For performing the duties imposed upon
them by this subtitle, the members of said
commission shall each be paid two hundred and fifty
dollars ($250) per annum, payable monthly.] The
commission may appoint such clerks, assistants and
employees as may be necessary in carrying out the
provisions of this subtitle and at such compensation
as may be provided for in the annual appropriation
ordinance, or the Mayor and City Council may assign,
from time to time employees from any city department
or departments to aid the commission in performing
its duties,

SECTION 4: AND BE IT FURTHER RESOLVED, That the
date of the passage of this Resolution is August 5, 1974,
and the amendments to the Charter of the City of
Cumberland, hereby enacted, shall become effective on
September 24, 1974, unless a proper Petition for a
Referendum hereon shall be filed as provided by Section
13 of Article 23A of the Annotated Code of Maryland, A
complete and exact copy of this Resolution shall be
continuously posted on the North Centre Street entrance
