negligently destroy or injure said water pipe, or who
shall remove, displace or injure any of said [buoys]
SIGNS, shall be deemed guilty of a misdemeanor, and upon
conviction thereof, before any [justice of the peace of
Dorchester County] COURT OF LAW, shall be fined not less
than ten nor more than [fifty] THREE HONORED dollars, in
the discretion of the [justice] COURT trying the same,
[and be committed to the County jail until such fine and
costs are paid] OR SENTENCED TO NOT MORE THAN THREE
MONTHS IN THE COUNTY JAIL, OR BOTH.
SECTION 2. BE IT FURTHER RESOLVED that this
Resolution shall become effective on the 27th day of
March, 1974.

RESOLUTION 74-6
WHEREAS, the provisions of Section 3—0 and 13—0 of
the Charter of the Town of Capitol Heights, Maryland, a
body corporate, more particularly known as the "Mayor and
Council of Capitol Heights", governs the terms of office
of Mayor and Councilmen; and
WHEREAS, the present provisions of Section 3—0 and
Section 13—0 provides that Mayor of said Town shall serve
for two years, and Councilmen for two years, and
WHEREAS, the Mayor and Council, by unanimous
resolution, deem it to be in the best interest of
effective administration of the respective offices of
Mayor and Councilmen to effectuate amendments to Section
3-0 and Section 13—0, of the Charter of the Town of
Capitol Heights, Maryland as follows:
(1) Section 3—0 THE COUNCIL (Number, Selection,
Terms.) All legislative powers of the Town shall be
vested in a council consisting of a mayor and six
councilmen, who shall be elected as hereinafter provided
and who shall hold office for terms of FOUR YEARS or
until the succeeding mayor and councilmen elected to
