shall also provide three glass ballot boxes similar to
those used at all general elections held in this state
[,] . [and in the event the polls for the Town shall be
held at one general polling place the ballot boxes shall
be numbered to correspond to the number of the respective
wards; a.] And the Council may by Ordinance provide for
other details not herein enumerated, the purpose being to
have the election law of the Town conform as nearly as
practicable to the general election law of the State. In
every election, whether such election be the regular
election or any special election, the polls shall be
opened at eight o'clock a.m. and closed at eight o'clock
p. m.
RESOLVED: That Section 16-16 of Article II of the
Charter of Brunswick, Title "Elections", Subtitle "Clerks
and Judges of Election", be repealed and re-enacted with
amendments so as to read as follows: Not more than
twenty (20) nor less than ten (10) days preceding any
general election or any special election held under this
Article, there shall be appointed by the Mayor, with the
advice and consent of the Council, the following
officials: [one] FIVE [judge] JUDGES [for each ward and
two judges at large], one of WHOM [the latter being]
SHALL BE a registration officer, [two] SIX clerks [from
each ward], who, after they shall have duly qualified
before the Mayor of the Town by taking the oath
prescribed in this Article, shall serve at such general
election or special election, [in the wards for which
they are respectively appointed.] At the time of the
appointment of the judges and clerks of election, the
Mayor and Council of Brunswick shall also name [a]
polling [place] PLACES [in each ward] or one general
polling place. The Mayor and Council shall publish in
one or more newspapers published or circulated in
Brunswick the location of EACH [the] polling [place]
PLACE [in each ward], and the date and object of the
election. Such notice shall be published at least twice
before each election. Before proceeding to act, each
judge and clerk of election shall make oath before the
Mayor that he will well and faithfully, without fear,
favor, partiality or prejudice, perform the duties of
judge or clerk, as the case may be, and, in the case of a
judge, that he will deposit all legal ballots in the
ballot box and no other ballot and that he will make out
and sign correct returns of the votes cast for each
candidate and of the whole number of votes cast at such
election. If any person who has been appointed judge or
clerk of the general election or of a special election
shall fail, without good and sufficient reasons, to
excuse himself to attend and act, he shall be guilty of a
misdemeanor and, on conviction thereof [before a trial
magistrate] IN THE DISTRICT COURT OF MARYLAND or in the
Circuit Court for the County, he shall be fined not more
