BEL AIR

(a)   Voters. Every person who has resided
within the corporate limits of the Town of Bel Air six
(6) months next preceding any town election held on or
after the first Monday of December, 1972, who is above
the age of eighteen (18) years, ("who is a duly registered
voter on the registration books of the Supervisors of
Elections of Harford County] and who is registered in
accordance with the provisions of this Charter, shall be
a qualified voter of the town. Every qualified voter of
the Town shall be entitled to vote in any and all Town
elections.

(b)    Elections. The qualified voters of the
Town shall hold an election for five (5) commissioners on
the first Monday of December, 1970 and for two (2) or
three (3) commissioners, as hereinafter provided, every
two (2) years thereafter. In the case of the election
held the first Monday of December, 1970, those three (3)
commissioners who receive respectively the first, second
and third highest number of eligible votes cast shall
hold office for four (4) year terms beginning January 1,
1971, and ending December 31, 1974, or until their
successors are elected and qualified; those two (2)
commissioners who receive respectively the fourth and
fifth highest number of eligible votes cast shall serve
for two (2) year terms beginning January 1, 1971, and
ending December 31, 1972, or until their successors are
elected and qualified. Two (2) commissioners shall be
elected at the elections held on the first Monday in
December, 1972 and each four (4) years thereafter; three
(3) commissioners shall be elected at the elections held
on the first Monday in December, 1974 and each four (4)
years thereafter. Beginning in the year 1973, the terms
of office of all commissioners shall be for four (4)
years and shall begin on the first day of January of the
year following their election and shall end on the fourth
next succeeding 31st day of December or until their
successors are elected and qualified. No person shall be
eligible for election as a commissioner of Bel Air unless
he shall be a qualified voter of the town [and, as to any
person filing for election as a commissioner after
January 1, 1969, be assessed with at least One Thousand
Dollars ($1,000.00) worth of real or personal property in
the tax books of said town.]

Section 2. AND BE IT FURTHER RESOLVED by the
Commissioners of Bel Air that the date of the adoption of
this resolution is the 8th day of April, 1974, and the
Amendment of the Charter of the Town of Bel Air hereby
enacted shall become effective on the 29th day of May,
1974, unless proper Petition for Referendum hereon shall
be filed as permitted by law, provided, that a complete
and exact copy of this Resolution shall be continuously
