Dear Mr. Speaker:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill
1274.
This bill, by an uncodified law, would require the
appointment of a Public Employment Task Force to study
ways of creating jobs with governmental funds in fiscal
year 1977. The Task Force, to consist of twenty—eight
persons, would be required to make a comprehensive report
to the General Assembly by January 1, 1976, including
(1) an estimation of the employment needs of each
subdivision of the State;
(2) an analysis of the kinds of jobs in which
increased employment would most benefit the State and
each of its subdivisions;
(3) a legislative proposal for a State funded
employment program, addressing itself, individually or by
means of a specific formula to the employment needs of
each subdivision of the State, advancing Maryland
furthest toward relieving its unemployment burden, and
enumerating "the kind of jobs to be funded Statewide and
in each subdivision" and specifying the governmental
entity "which shall assume responsibility for the
administration of the program with respect to each kind
of job funded";
(4) a projection of the fiscal impact on the State
of the proposed program and "an evaluation and
justification of all State expenses proposed";
(5) a projection of the general economic and
social effects of the proposed program upon the
population of the State, including anticipated
deleterious effects and recommendations for countering
these effects; and
(6) recommendations concerning the continued role
of the Task Force after July 1, 1976.
The Task Force expires on July 1, 1976, unless
otherwise mandated by the General Assembly.
My objection is not to the object of the bill — that
of studying ways in which, if at all, newly created
