Senate Bill No. 1027 — Borrowing Powers of
Sanitary Districts

AN ACT concerning

Sanitary Districts — Borrowing Powers

FOR the purpose of providing certain additional borrowing
powers for a [[the]] certain Sanitary [[Districts]]
District of the State.

Dear Mr. President:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
1027.

This bill grants additional borrowing powers to the
sanitary districts of the State, with the exception of
the Washington Suburban Sanitary District.

The problem arises with the title of the bill, which
purports to provide "additional borrowing powers for a
certain Sanitary District of the State". As originally
drafted, the title referred to "the Sanitary Districts of
the State". It was amended to refer only to a certain
District. The substantive provisions of the bill grant
these powers to all sanitary districts except for the
Washington Suburban Sanitary District. The title thus
states the opposite of the substantive provisions of the
bill.

The Attorney General has advised me that Senate Bill
