actually reorganized the college and provided the
framework for the achievement of true university status.
The "elevation" of Morgan as the core of an urban
university has been recommended by the Study Commission,
and the supporters and sponsors of Senate Bill 354 have
agreed to conform the structure of Morgan to whatever
general reorganization of higher education may be created
by the General Assembly in light of the Study
Commission's recommendations.
In summary, had Senate Bill 191 actually converted
Towson State College into a University, it would have
been both premature and inconsistent with the overall
recommendations for the reorganization of higher
education in Maryland. As it is, the bill achieves
nothing but to create the illusion that Towson is
something it will not be.
Towson State College is an old and proud
institution. It was, for many years, the primary center
for training generations of teachers in Maryland, and it
is now a vital and viable member of our system of strong
liberal arts colleges. To call the college something it
is not is a deception that can only hart, rather than
enhance, the excellent reputation the college has earned
over the years.
For these reasons, I have vetoed Senate Bill 191.
