A House Joint Resolution concerning
Public School Pupil Transportation in Baltimore City
FOR the purpose of requesting the Governor to appoint a
Commission to study public school pupil
transportation in Baltimore City.
WHEREAS, The Baltimore City public school system
expends funds for the transportation of about 60,000
eligible public school pupils; and
WHEREAS, The transportation is provided according to
a procedure that is unique in the State of Maryland; and
WHEREAS, School pupils are transported on buses in
the same manner, and at the same time, as the general
public; and
WHEREAS, Specific buses are not designated for the
purpose of pupil transportation; and
WHEREAS, The pupil load transported by certain buses
is not given scrutiny; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor of Maryland be requested to appoint a
seven—member Commission to study the public school pupil
transportation as it presently exists in Baltimore City
and any possible revisions thereto; that the Commission
be composed of two members from the General Assembly, one
member from the Mass Transit Administration, one member
from the Baltimore City Board of School Commissions, one
member from the Maryland State Department of Education,
and two members of the general public; that the
Commission submit a report of its findings with
legislative recommendations to the Governor by December
15, 1975; and be it further
RESOLVED, That copies of this Resolution be sent to
the Honorable Marvin Mandel, Governor of Maryland; the
Honorable William Donald Schaefer, Mayor of Baltimore,
