disability and are totally unprepared to deal with the
many problems confronting them; and
WHEREAS, Knowledge of the nature and needs of the
handicapped people leads to greater understanding and
acceptance of the contributions which mentally,
physically, and emotionally handicapped people can make;
and
WHEREAS, Knowledge of the nature and needs of
handicapped people is essential to everyone in our
society; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Maryland State Department of Education be requested
to provide for the inclusion in the curriculum of the
public schools in Maryland instruction concerning the
needs and nature of mentally, physically, and emotionally
handicapped people; and be it further
RESOLVED, That 25 copies of this Resolution be sent
to Dr. James Sensenbaugh, State Superintendent of
Schools, P.O. Box 8717, Baltimore—Washington
International Airport, Baltimore, Maryland 21240, for
distribution to the Superintendents of Schools in each of
the local subdivisions in Maryland.

A House Joint Resolution concerning
The 1965 Toting Rights Act
FOR the purpose of requesting the President of the United
States and the Congress to extend the 1965 Voting
Rights Act.
The General Assembly of Maryland and the people of
Maryland believe that the 1965 Voting Rights Act was a
monumental achievement that extended the voting franchise
to all the citizens of America.
Although the turbulent days that surrounded the
enactment of the Act have passed, the need to ensure that
every American has the right to participate in the
electoral process is still present.
