Therefore, in order to evaluate the present status
of pre—school education and early childhood programs, it
is necessary that the 1975 Legislative Council have a
report from the State Board of Education and the State
Superintendent of Schools on all such ongoing programs in
Maryland and on all current plans for future programs in
these areas in the public schools; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND. That
the State Board of Education and the State Superintendent
of Schools be requested to report to the 1975 Legislative
Council by November 1, 1975. on the status of pre—school
education and early childhood programs in Maryland; and
be it further

RESOLVED. That copies of this Resolution be sent to
Dr. James A. Sensenbaugh, State Superintendent of

Schools. P. O. Box 8717, Baltimore—Washington

International Airport, Baltimore, Maryland, 21240.

Educational Programs About The Handicapped

FOR the purpose of requesting the State Department of
Education to provide for programs concerning the
nature and needs of mentally, physically. and
emotionally handicapped people.

WHEREAS, Individuals with mental, physical, or
emotional handicaps constitute more than 15 percent of
the population in this State; and

WHEREAS, Nearly every extended family has a member
with a mental, physical, or emotional handicap in some
degree; and

WHEREAS, Virtually everyone in our society comes
into contact with handicapped individuals; and

WHEREAS, When a handicapped child is born, parents
frequently lack information concerning the child's
