A Rouse Joint Resolution concerning
Public Use of Public Buildings
FOR the purpose of requesting the Department of General
Services to study whether State owned public
buildings can be made more available to the public.
The State-owned public buildings of Maryland are one
of our most important natural resources. Their beauty
and function is utilized fully during the working hours.
However, they unfortunately lie fallow after their
dedicated workers leave for home in the evenings.
The public often has need for meeting halls and
classrooms. By enabling the public to use the
State—owned buildings, greater use will be obtained from
the buildings and the public's convenience will be
furthered.
Therefore, the Department of General Services is
requested to study the costs of the public using
State—owned buildings, the possible uses that can be
realized, and the procedural rules to be adopted for the
use. It is important that uniform rules and regulations
be promulgated in order that the public is fully aware of
their rights and opportunities; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Department of General Services be requested to study
the public use of State-owned public buildings, and to
make a report on their study to the 1975 Legislative
Council; and be it further
RESOLVED, That copies of this Resolution be sent to
the Department of General Services.
