WHEREAS, The surface and underground waters are a
great natural resource of the State and its subdivisions;
and
WHEREAS, The improper handling, storage, and waste
disposal of hazardous and industrial materials will
pollute the surface and underground waters of the State
so as to be detrimental to their use for water supply,
fish and agnatic life, and recreational uses; and
WHEREAS, Many industrial waste materials represent a
potentially valuable recoverable resource, and the
recovery and recycling of these waste materials is a
valuable pollution control technique; and
WHEREAS, The Water Resources Administration has the
legislative responsibility, authority and duty to
investigate and control pollution of the waters of the
State, and the Maryland Environmental Service has the
charge to establish environmentally responsive facilities
for proper handling and disposal of materials generated
by industrial operations where adequate facilities are
not available; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Water Resources Administration report to the
Legislative Council by November 1, 1975, on its
evaluation and program for the control and methods of
safely handling the storage and disposal of liquid,
semi—liquid and solid industrial and hazardous materials,
and to establish criteria for safe disposal sites, and to
specify the resource needs to carry out the intent of
this Resolution, and that the Maryland Environmental
Service also report to the Senate, by January 31, 1976,
its recommendations for a program to establish facilities
to handle, dispose of, and recycle industrial and
hazardous materials and to seek and administer loans and
grants from the federal government and other sources for
this purpose; and be it further
RESOLVED, That copies of this Resolution be sent to
the Governor; the Honorable James B. Coulter, Secretary
of the State Department of Natural Resources; and the
Legislative Council.
