RESOLVED, That this report shall include: (1) an
identification and description of the flood control -
flood plain management programs of various federal. State
and local agencies, (2) an evaluation of their efficiency
and effectiveness in preventing and reducing loss of
property, human suffering, and degradation of the
aesthetics, aquatic habitat, and recreational values of
water bodies and associated flood plains, (3)
recommendations for legislative action to facilitate
development of a flood control - flood plain management
program that (a) prevents and reduces loss of property,
human suffering, and degradation of the aesthetic,
aquatic habitat, and recreational values of water bodies
and associated flood plains, (b) establishes an
appropriate role for State agencies with respect to
federal agency programs and the programs of local
governments in Maryland, and (4) other recommendations,
as appropriate, with respect to questions of funding,
planning, administration, and enforcement of the
recommended program; and be it further

RESOLVED, That copies of this Resolution be sent to
the Secretary of Natural Resources and the Secretary of
State Planning.

A House Joint Resolution concerning

Druid Hill Park Zoo

FOR the purpose of requesting the Department of Natural
Resources to assist the Druid Hill Park Zoo to meet
the needs of the community.

WHEREAS, Druid Hill Park is one of Maryland's most
valued and valuable natural assets; and

WHEREAS, The Zoo is located in Druid Hill Park and
is one of Maryland's great tourist incentives, drawing an
annual attendance of more than 300,000 persons to this
natural attraction, thereby adding to the Baltimore
economy and adding to the education of many citizens; and

WHEREAS, The Director of the Zoo, Mr. Arthur Watson,
with his capable staff have wrought astounding changes;
