the expenses in that fiscal year of the building
inspector, and of his assistants and clerks, the deficit
so incurred shall be paid by the County Commissioners.
The County Commissioners, in its next tax levy
thereafter, shall include in the tax levied within that
portion of the Regional District within Prince George's
County an amount sufficient to provide funds to meet said
deficit.

[96. ] 8-118.

(a)      [It is the duty of the] THE building
inspector, in the portion of the Regional District within
Prince George's County, [to] SHALL enforce the execution
of all [existing or hereafter enacted] building rules and
regulations relating to the construction, alteration, and
removal of buildings or other structures, walls, or parts
of buildings or other structures.

(b)     [It also is the duty of the] THE building
inspector, in the portion of the Regional District within
Prince George's County, [to] ALSO SHALL visit and inspect
all theaters, hotels, restaurants, public halls,
churches, school houses, and buildings used for public
assemblages and all manufactories employing [twenty—five
(25) ] 25 or more persons[, now erected, or that may be
hereafter erected,] for the purpose of ascertaining if
[said] THE buildings have the proper means of exits in
case of fire or panic. If, on examination, he [shall
determine] DETERMINES that [said] THE buildings as herein
enumerated do not have the proper means of exit for the
purposes described, then [it is his duty to] HE SHALL
notify, in writing, the owners, trustees, or lessees of
[said] THE buildings [so] to improve [the same as] THEM
to provide the proper means of exit in case of fire or
panic as, in the judgment of the building inspector, he
[may deem] DEEMS proper and necessary.

(c)    If any person, having been so notified, [shall
fail] FAILS to comply with the [said] notice within a
period of [thirty] 30 days from the date of the notice,
he [then] shall forfeit and pay a fine of [one hundred
dollars ($100.00)] $100 for non-compliance therewith and
[twenty—five additional dollars ($25.00)] $25 per day for
each and every day thereafter that he [shall refuse]
REFUSES to make the improvements [as] described in the
notice [so] given. The fines shall be collected as other
fines are collected by law. The person [so] ordered to
make improvements to his property has the right to appeal
in writing to the County Commissioners of Prince George's
County from the order of the building inspector and to
adduce evidence and be heard thereon; but the right to
[such] AN appeal shall be considered waived unless it has
been taken within [fifteen (15)] 15 days from the service
