(b) Adoption of planning map and local master
plans. The Commission shall prepare and the respective
District Councils may adopt and[,] from time to time
amend[,] a map shoving a subdivision of the entire area
of the district into local planning areas. Prior to
[such] THE adoption or amendment, each District Council
shall consult with the Commission with respect to the
boundaries of the local planning areas located wholly or
partially, within its county, and in the event of
disagreement as to boundaries, the decision of the county
governing body shall prevail within the area of its
jurisdiction. The Commission [shall], as soon as its
resources permit, SHALL prepare and adopt, and [may] from
time to time MAY amend or revise, a local master plan for
each [such] planning area, each of which may contain a
proposed zoning plan. Any local master plan or amendment
[thereto duly] adopted by the Commission prior to the
adoption or amendment of [such] THE planning area nap
shall continue in force and [shall] not be invalidated by
the fact that its boundaries do not correspond to the
boundaries shown on [said] THE map. In any local master
plan adopted hereafter, the Commission [shall], on a map
or in its resolution of adoption, SHALL define in detail
the boundary of the area to which the plan applies and
[shall] show its recommendations for the development of
the local planning area and may include, in greater
detail, all [of] the elements, uses, and planning factors
contained in the General Plan.
In Prince George's County, in reviewing and making
recommendations on proposed zoning amendments, the
Commission and its technical staff [shall] MAY not make
reference to any plan, staff study, or other document,
purporting to be a plan of or for the development of any
area until a public hearing [has been] IS held on [such]
THE plan or staff study.
(c) Functional Master Plans. The Commission [ is
authorized and empowered to] MAY make and adopt and[,]
from time to time[,] amend, functional master plans for
the various elements of the General Plan, including but
not limited to master plans of highways, transportation
lines, schools, libraries, hospitals and health centers,
parks and other open spaces, police stations, fire
stations, and utilities.
(d) Initiation and Adoption of Plans and
Amendments.
(1) Initiation. The Commission may initiate any
plan or part thereof with the concurrence of the District
Council of the county or counties in which the area of
the proposed plan is located, provided that review of the
Commission's proposed budget by the District Council and
