MARVIN MANDEL, Governor                                 3735

Maryland, within the boundaries specified hereinbelow in
this [subheading] TITLE is continued under a corporate
agency for the purposes set forth in this subheading and
elsewhere in this subtitle. It is the save DISTRICT AND
corporate agency as was created by Chapter 714 of the
Acts of the General Assembly of Maryland of 19 39 and
continued by Chapter 992 of the Acts of the General
Assembly of Maryland of 1943[.], AND CHAPTER 780 OF THE
ACTS OF THE GENERAL ASSEMBLY OF MARYLAND OF 1959. It
shall be known as the Maryland—Washington Regional
District, and hereafter in this [subheading] SUBTITLE, it
may be referred to as the "Regional District" or as
"District."

[57.] 7-103.

(a) Montgomery County. The entire area of
Montgomery County is within the Regional District,
subject to the provisions of [Section 59] TITLE 7-105.

(b) Prince George's County. The entire area of
Prince George's County is within the Regional District,
with the exception, however, of the Town of Laurel, as
its corporate boundaries are defined as of April 24,
1961. No municipal corporation within the areas added by
this subsection to the Maryland-Washington Regional
District [shall] MAY be authorized, by means of an
amendment to its charter or otherwise, to exercise any of
the powers relating to planning, subdivision control
and/or zoning now or hereafter granted by the [said]
Maryland—Washington Capital Park and Planning Commission
or the County Commissioners of Prince George's County.
If this subsection [shall] for any reason [be] IS held by
any court of competent jurisdiction to be invalid, it is
hereby declared to be the intention of the General
Assembly that this subsection is severable and that the
remaining portions of this subsection would have been
enacted without the invalid portions.

[58.] 7-104.

(a)     Authorized. Any area in Prince George's
County within any one election district [and] which
[area] abuts territory within the Regional District may
be annexed to the Commission and included within the
boundaries of the Regional District, subject to laws and
provisions appertaining thereto by ordinance adopted by
the County [Commissioners] COUNCIL of Prince George's
County, AND subject to the conditions hereinafter stated.

(b)    Petition to initiate proposal. The proposal
for such inclusion shall be initiated by a written
petition, signed by not less than [twenty—five per centum
