receives the certification from the Commission of its net
unexpended balance with respect to that county, as above
defined, the county[, if it so elects,] may deduct the
net unexpended balance from its estimate of the amount of
money which will be raised in the next succeeding fiscal
year by the levy of the tax provided for elsewhere in
this [subheading] TITLE and in [such] THAT fiscal year
may levy [said] THE tax at a rate which the county
estimates will produce an amount equal to the difference
so arrived at, which [said] amount shall then be the
amount which the county is obligated to pay the
Commission in [such] THAT fiscal year pursuant to
provisions elsewhere in this [subheading] TITLE. In no
event [shall] MAY the [said] tax rate be [thereby]
reduced to a rate insufficient to produce the amount of
money necessary to pay debt service on bonds issued by
the Commission and guaranteed by the county.

REGIONAL DISTRICT
[60.] 7-101.
[For the purposes of this subheading the word "road"
or "roads"]
(A) IN THIS TITLE THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED:
(B) "ROAD" OR "ROADS" means, relates to, and
includes, roads, highways, freeways, boulevards,
parkways, streets, avenues, lanes, alleys, viaducts,
bridges, and all other ways or part or parts thereof.
(C) [The word "park" or "parks"] "PARK" OR "PARKS"
means, relates to, and includes parks, playgrounds, play
fields, and all other recreational grounds and spaces.
(D) [The word "subdivision"] "SUBDIVISION" means
the division of a lot, tract, or parcel of land into two
or more lots, plots, sites, tracts, parcels, or other
divisions for the purpose, whether immediate or future,
of sale or building development, and includes
re—subdivision and, when appropriate to the context,
relates to the process of subdivision or to the land or
area subdivided; provided that the]. THE definition of
"subdivision" [shall] DOES not include a bona fide
division or partition of exclusively agricultural land
not for development purposes.
