SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

AN ACT concerning
Chesapeake Bay — Damping Spoil from Dredging Operations
within [[the Patapsco River and]] Baltimore Harbor
FOR the purpose of making it unlawful to dump,
[[dispose]] deposit or scatter [[soil, waste matter,
muck, or other material dredged or otherwise
reclaimed from the water or bottomland of that
portion of the Patapsco River comprising]] in an
unconfined manner spoil removed from Baltimore
Harbor into or onto any portion of the water or
bottomland of Chesapeake Bay or of the tidewater
portions of any of its tributaries outside of
Baltimore Harbor; making a legislative declaration
as to the purpose of this Act, and making provision
for injunctive relief as to this Act and for its
enforcement and penalties in relation thereto and
defining the terms spoil and Baltimore Harbor for
the purposes of this act,
