subsection, the terms "[service] FINANCE charge" and
"retail credit account" shall have the same definition
given those terms in [§§ 153A(e) and 153A (h),
respectively, of Article 83 of this Code (1957 Edition,
as amended)] TITLE 12, SUBTITLE 5 OF THE COMMERCIAL LAW
ARTICLE OF THE CODE.

SECTION 5. AND BE IT FURTHER ENACTED, That Sections
6 5, 66 and 67 of Article 56 — Licenses, of the Annotated
Code of Maryland (1972 Replacement Volume and 1974
Supplement) be and they are hereby repealed and
re—enacted, with amendments, to read as follows:

Article 56 — Licenses

65.

No person shall engage in the business of [selling]
THE RETAIL SALE OF cigarettes fat retail], as defined [by
Article 83, § 117 (f)] IN f 11-501 OF THE COMMERCIAL LAW
ARTICLE OF THE CODE, except vending machine operators, as
defined in [§ 117 (d) of Article 83 ] § 11-501 OF THE
COMMERCIAL LAW ARTICLE OF THE CODE, without a special
annual license to be issued by the clerk of any circuit
court for any county, or by the clerk of the Court of
Common Pleas of Baltimore City, where said business is
located, which shall be in addition to any other license
required by law. The fee for such special license shall
be $3.00 per year. The license shall expire on the
thirtieth day of April in each year. A separate license
shall be required for each place of business, temporary
or permanent. "Place of business" means any place or
places which are under one roof or in a single edifice
and are occupied and operated by the same licensee.
Provided, however, that no license shall be required for
any vending stand licensed by the Maryland Workshop for
the Blind.

66.

No person, except manufacturers of cigarettes, shall
engage in the business of selling cigarettes to
wholesalers, as defined in [§ 117 (c) of Article 83] §
11-501 OF THE COMMERCIAL LAW ARTICLE OF THE CODE, or to
retailers, as defined in [§ 117 (b) of Article 83] §
11-501 OF THE COMMERCIAL LAW ARTICLE OF THE CODE, or
shall engage in the business of a vending machine
operator, as defined in [§ 117 (d) of Article 83,] §
11-501 OF THE COMMERCIAL LAW ARTICLE OF THE CODE,
without a special annual license from the Comptroller
which shall be in addition to any other license required
by law. The license shall expire on the thirtieth day
of April in each year. The fee for such license shall be
