to concur in a change with respect to any item by June 1,
that failure to concur shall constitute approval of the
item submitted by the Commission. If the County Councils
fail to approve the budgets on or before June 1 of each
year the proposed budgets of the Commission shall stand
adopted.
(E) BUDGET [[AMENDMENTS]] SUPPLEMENTS. THE
COMMISSION MAY SUBMIT TO THE COUNTY EXECUTIVE OF BOTH
COUNTIES PROPOSED [[AMENDMENTS]] SUPPLEMENTS TO THE
APPROVED BUDGETS. THE SUBMITTALS SHALL INCLUDE FULL
PARTICULARS. WITHIN TEN DAYS OF RECEIPT OF THE PROPOSED
[[AMENDMENTS]] SUPPLEMENTS, THE COUNTY EXECUTIVE OF EACH
COUNTY SHALL TRANSMIT THEM TO TEE COUNTY COUNCIL OF THAT
COUNTY, TOGETHER WITH HIS RECOMMENDATIONS. EACH COUNTY
COUNCIL MAY HOLD A PUBLIC HEARING ON THE PROPOSED
SUPPLEMENTS. EACH COUNTY COUNCIL MAY ADD TO, DELETE
FROM, INCREASE OR DECREASE THE PROPOSED [[AMENDMENTS]]
SUPPLEMENTS. FAILURE OF BOTH COUNTY COUNCILS TO JOINTLY
APPROVE ADDITIONS TO, DELETIONS FROM, INCREASES OR
DECREASES IN THE PROPOSED [[AMENDMENTS]] SUPPLEMENTS
WITHIN [[45]] 60 DAYS OF THE DATE OF TRANSMITTAL OF THE
PROPOSED [[AMENDMENTS]] SUPPLEMENTS TO BOTH COUNTY
EXECUTIVES BY THE COMMISSION SHALL CONSTITUTE
[[APPROVAL]] DISAPPROVAL OF THE [[AMENDMENTS]]
SUPPLEMENTS BY THE COUNTY COUNCILS OF MONTGOMERY AND
PRINCE GEORGE'S COUNTIES AS SUBMITTED BY THE COMMISSION.
[(e)] (F) Water and sewer rate and ad valorem tax
levies recommendations. Through joint action, the County
Councils may recommend to the Commission the rates for
water consumption and sewer usage charges and ad valorem
tax levies they deem necessary. Such joint
recommendations shall be made by the Councils upon
transmission of the approved budget of the Commission and
not later than June 1 of each year. Upon receipt of the
budgets and recommendations from the County Councils, the
Commission shall approve the rate schedule taking into
consideration the proposed rate changes recommended by
the joint action of the Councils. The rates for sewer
and water usage charges shall be uniform throughout the
Sanitary District; subject, however, to the provisions of
Section 6-3(83-62); 86-6-3) of this Code.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
