Boys' Tillage of Maryland, Maryland Training School for
Boys, Montrose School for Girls, Maryland Children's
Centers, Victor Cullen School, and any and all other
institutions which are under the supervision, direction,
control and general management of the State Department of
Public Welfare, but not the noninstructional personnel of
[such] THE institutions shall be excluded from [said] THE
pay plan.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

FOR the purpose of requiring submission to the joint
budget and audit committee by all State agencies of
nonbudgeted or dedicated funds used for capital
construction projects; and generally concerning the
submission.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 56A be and it is hereby added
to Article 40 — General Assembly, of the Annotated Code
of Maryland (1971 Replacement Volume and 1974 Supplement)
to read as follows:
