14.
(a) [The] St. Mary's [Female Seminary] COLLEGE OF
MARYLAND, St. Mary's City in St, Mary's County, shall
be under the control, supervision and management of a
board of trustees to be appointed by the Governor. The
said board of trustees snail consist of twelve (12)
members, and of those first appointed four shall be
appointed for a term of two (2) years, four for a term of
four (4) years, and four for a term of six (6) years, and
their successors shall be appointed for a term of six (6)
years. At least six (6) of the members first appointed
shall be selected from the present board of trustees of
[the] St. Mary's [Female Seminary] COLLEGE OF MARYLAND.
In case of a vacancy from death, resignation or
otherwise, the Governor shall appoint a person to fill
the unexpired term of the member causing said vacancy.
(b) The members of [said] THE board shall serve
without compensation but shall be reimbursed for their
necessary expenses in attending meetings of [said] THE
board and in performing any of the duties connected with
the management of said institution IN ACCORDANCE WITH THE
STANDARD TRAVEL REGULATIONS.
(c) The [said] board of trustees shall have the
power to make such rules and regulations not inconsistent
with law as it shall deem necessary for the government
and management of said institution and shall have and
exercise all the powers enjoyed, possessed and exercised
by the board of trustees now having the management and
control of said institution.
(d) The board of trustees, with the approval of
the Governor, are authorized on behalf of St. Mary's
College of Maryland and for its proper use and benefits
to accept irrespective of the amount or value thereof,
any donation, gift, grant, bequest or devise from any
individual, association, society or corporation or from
the United States government, or any authorized branch,
board, commission, bureau, agency, division, subdivision
or department thereof. Any such funds accepted by the
College shall be deposited in a nonbudgeted account under
the State Treasury Department. These funds may be
invested as desired by the board of trustees within the
limits permitted by State law.

(b) The government of the University of Maryland
shall be vested in the board of regents of the University
of Maryland. The board shall consist of fifteen members
who shall be citizens of this State. Fourteen of the
members shall be appointed by the Governor, by and with
