SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 71A be and it is hereby added
to Article 77 — Public Education, of the Annotated Code
of Maryland (1969 Replacement Volume and 1974 Supplement)
to read as follows:
Article 77 — Public Education
71A.
THE [[COUNTY]] SUPERINTENDENT OF SCHOOLS OF THE
SEVERAL COUNTIES OR BALTIMORE CITY, [[ANY MEMBER OF THE
ADMINISTRATIVE STAFF]] OR ANY EMPLOYEE OF THE SCHOOL
SYSTEM WHO, WHILE ACTING IN THE PERFORMANCE OF HIS
DUTIES, WITHIN THE SCOPE OF HIS EMPLOYMENT AND WITHOUT
MALICE, PRESENTS OR ENTERS FINDINGS OF FACT,
RECOMMENDATIONS OR REPORTS OR WHO PARTICIPATES IN [(A]]
AN EMPLOYEE DISMISSAL, DISCIPLINARY, ADMINISTRATIVE OR
JUDICIAL PROCEEDING [[RESULTING]] RELATING TO A SCHOOL
SYSTEM EMPLOYEE THAT MAY RESULT FROM ANY OF THE ABOVE,
SHALL BE IMMUNE FROM ANY CIVIL LIABILITY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

FOR the purpose of extending provisions within the
Election Code to candidates and other persons
involved in write—in election campaigns, requiring
the filing of certain certificates of candidacy by
write—in candidates, extending certain contribution
limits to write—in candidates, requiring the filing
of certain reports by write—in candidates, their
treasurers and promoting committees, modifying
certain prohibited election practices, requiring
that certain filing fees be paid by write—in
candidates, establishing certain definitions for
