two members shall serve for one year, three for two
years, three for three years, and three for four years
and until their successors are appointed and qualified.
Mo member shall be appointed to more than two consecutive
four—year terms. The members shall serve without
compensation but shall be reimbursed, IN ACCORDANCE WITH
THE STANDARD TRAVEL REGULATIONS, for expenses incurred in
carrying out their responsibilities as members of the
Commission.
SECTION 2. AND BE IT FURTHER ENACTED, That Section
3 (d) of Article 43B — Comprehensive Drug Abuse Control
and Rehabilitation Act, of the Annotated Code of Maryland
(1971 Replacement Volume and 1974 Supplement) be and it
is hereby repealed and re—enacted, with amendments, to
read as follows:

(d) The members of the Council shall receive no
compensation for their services but shall be reimbursed,
IN ACCORDANCE WITH THE STANDARD TRAVEL REGULATIONS, for
[all] expenses [actually and necessarily] incurred [by
them] in the performance of their duties as herein set
forth within the amount made available by appropriation
therefor. The members of the Council appointed from
outside State government shall not be deemed State
employees.
SECTION 3. AND BE IT FURTHER ENACTED, That Section
2 of Article 70B — Commission on the Aging, of the
Annotated Code of Maryland (1970 Replacement Volume and
1974 Supplement) be and it is hereby repealed and
re—enacted, with amendments, to read as follows:

(a) There is hereby created as part of the
Executive Department a commission to be known as the
Commission on Aging. The Commission shall consist of
seventeen (17) members, eleven of whom shall be appointed
by the Governor for terms of six years. Of the eleven
members appointed by the Governor, one shall be a member
of the Senate of Maryland, one a member of the House of
Delegates of Maryland, one a representative of the
Medical and Chirurgical Faculty of Maryland, one a
representative of the Baltimore City Medical Society, one
