the request of three members of the board. The Governor
may remove any member of the board when he ceases to
represent the interest in whose behalf he was appointed.
The board may:

(1)    Consider all matters submitted to it by the
Department of Health.

(2)   Propose rules and regulations necessary to
carry out and enforce the provisions of this subtitle.

(3)    Advise the Department, as necessary, in order
to carry out the purposes and intent of this subtitle.

(b) The said members shall serve without
compensation and shall biennially select one of its
members as chairman and one as vice—chairman, who shall
act as chairman in the absence or inability of the
chairman. MEMBERS SHALL BE REIMBURSED FOR EXPENSES
INCURRED WHILE ACTUALLY ENGAGED IN THE PERFORMANCE OF
THEIR DUTIES, IN ACCORDANCE WITH THE STANDARD TRAVEL
REGULATIONS.

An advisory board on hospital licensing of nine (9)
members, each of whom shall hold office for a period of
(5) years, shall be appointed by the Secretary of Health
and Mental Hygiene to make recommendations to the
Secretary of Health and Mental Hygiene on the issuance or
denial of licenses, the establishment of minimum
regulations, and applications for approval of
construction involving conversions, alterations, or
additions under the provisions of this subtitle and any
amendments thereto. Three (3) members of said advisory
board shall be appointed from a list of names submitted
by the Medical and Chirurgical Faculty of Maryland. One
member of said advisory board shall be appointed from a
list of names submitted by the Maryland Pharmaceutical
Association. Four (4) members of said advisory board
shall be appointed from a list of names submitted by the
Hospital Council of Maryland, Inc., of which two (2)
shall be administrators of Maryland hospitals, one (1)
shall be a trustee of a Maryland hospital and at least
one (1) of whom shall be a member of the Medical and
Chirurgical Faculty of Maryland engaged in the private
practice of medicine. One (1) member of the advisory
board shall be a person who has been an owner or
administrator of a licensed nursing home within the State
of Maryland for a period of not less than three years
immediately prior to the date of appointment and one who
shall be appointed from a list of names submitted by the
