chairman, for a full term of four years. The
Commissioner of Labor and Industry shall be a member ex
officio of the Board but shall have no vote and shall
receive no additional compensation for duties performed
in connection therewith. Vacancies shall be filled by
appointment for the unexpired term by the Governor, with
the advice of the Secretary of Licensing and Regulation,
in the same manner as the original appointments. Members
of the Board shall not receive an annual salary but shall
receive compensation as provided in the budget from time
to time for each day or part thereof necessarily spent in
the discharge of their official duties and shall, in
addition, be reimbursed for their reasonable travel and
other expenses in [amounts approved by the Secretary of
Licensing and Regulation] ACCORDANCE WITH STANDARD TRAVEL
REGULATIONS. The exercise or performance of all powers,
authority, duties and functions vested in the Board by
the provisions of this subtitle shall be subject to the
power and authority of the Secretary of Licensing and
Regulation as set forth in Article 41 of this Code, or
elsewhere in the laws of this State.
SECTION 3. AND BE IT FURTHER ENACTED, That Sections
130 and 277(b) of Article 56 — Licenses, of the Annotated
Code of Maryland (1972 Replacement Volume and 1974
Supplement) be and they are hereby repealed and
re—enacted, with amendments, to read as follows:
Article 56 — Licenses
130.
There is hereby created a State Board of Inspection of
Horse Riding Stables, which shall be a part of the
Department of Licensing and Regulation, consisting of
three (3) members to be appointed by the Governor, with
the advice of the Secretary of Licensing and Regulation,
for four—year terms, one member shall be a duly qualified
and licensed veterinarian and one member shall be an
officer of a county humane society. The members of the
Board shall select their chairman. All the members of
the Board shall serve without compensation but shall be
allowed [their actual] expenses incurred in the
performance of their duties IN ACCORDANCE WITH THE
STANDARD TRAVEL REGULATIONS. The exercise or performance
of all powers, authority, duties, and functions vested in
the Board by the provisions of this subtitle shall be
subject to the power and authority of the Secretary of
Licensing and Regulation as set forth in Article 41 of
this Code, or elsewhere in the laws of this State. All
moneys collected under this subtitle shall be paid over
to the Treasurer and shall become general funds of the
State. Such moneys shall thereafter be disbursed by the
