SECTION 3. AND BE IT FURTHER ENACTED, That before
this Act becomes effective it shall first be submitted to
a referendum of the legally qualified voters of Kent
County at the general election to be held in November of
1976. There shall be printed on the ballots or ballot
labels to be used at this election the title of the Act
and underneath the title on separate lines, a square or
box to the right of and opposite the words: "For Elected
School Board" and a corresponding square or box to the
right of and opposite the words: "Against Elected School
Board" so that each voter of the County may designate his
or her decision for or against the provisions of this
Act. If a majority of the votes cast in the election are
"For Elected School Board," then provisions of this Act
shall become effective on December 1, 1976, but if a
majority of the votes cast in the election are "Against
Elected School Board" then the provisions of this Act
shall become of no effect and shall be null and void.

AN ACT concerning
Racing Commission — Disposition of Funds Collected
by the Commission
FOR the purpose of providing for participation by certain
political subdivisions in license fees[[,]] and
wagering tax, and [[breakage]] revenues resulting
from days of racing at mile tracks and Timonium in
excess of a certain number of days, with certain
exception; and generally clarifying language.
BY repealing and re—enacting, with amendments,
Article 78B — Racing Commission

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 19(D) of Article 78B - Racing
Commission, of the Annotated Code of Maryland (1969
Replacement Volume and 1974 Supplement) be and it is
hereby repealed and re—enacted, with amendments, to read
