IN THE PRIMARY ELECTION OR FOR THE CANDIDATES FOR THE
BOARD IN THE GENERAL ELECTION. THE CANDIDATES, EQUAL TO
THE NUMBER OF MEMBERS TO BE ELECTED TO THE BOARD, WHO
RECEIVE THE LARGEST NUMBER OF VOTES AT THE GENERAL
ELECTION ARE ELECTED TO THE RESPECTIVE BOARD OF EDUCATION
OFFICES. ALL VOTING FOR THE BOARD MEMBERS, EITHER IN A
PRIMARY ELECTION OR IN A GENERAL ELECTION, SHALL BE
CONDUCTED ON A NONPARTISAN BASIS AND ON A GENERAL
COUNTY-WIDE TICKET. NO DESIGNATION OF PARTY AFFILIATION
MAY BE PLACED UPON ANY PETITION FOR NOMINATION, NOR UPON
ANY VOTING MACHINE OR PAPER BALLOT USED AT ANY PRIMARY OR
GENERAL ELECTION.

(E)     (1) AT THEIR FIRST MEETING AT THE BEGINNING
OF EACH YEAR, THE MEMBERS OF THE BOARD SHALL ELECT FROM
AMONG THEM A CHAIRMAN TO SERVE FOR THE YEAR.

(2) THE BOARD SHALL MEET AT LEAST ONCE
MONTHLY, PERFORM THE FUNCTIONS OF COUNTY BOARDS OF
EDUCATION AS PROVIDED BY STATE LAW, AND MAY ADOPT BY-LAWS
FOR THE REGULATION AND ADMINISTRATION OF SCHOOLS WITHIN
THE COUNTY NOT INCONSISTENT WITH STATE LAW. HOWEVER, ALL
ACTION SHALL BE TAKEN AT A PUBLIC MEETING, THE FORMAL
RECORD OF WHICH SHALL LIKEWISE BE PUBLIC. NOTHING IN
THIS SECTION PROHIBITS THE BOARD FROM MEETING AND
DELIBERATING IN EXECUTIVE SESSION IF ALL FINAL ACTION IS
TAKEN AT A PUBLIC MEETING.

(F)    THE CHAIRMAN OF THE BOARD OF EDUCTION SHALL
RECEIVE $2,400 ANNUALLY AND EACH OF THE OTHER MEMBERS
SHALL RECEIVE $2,000 ANNUALLY. THE CHAIRMAN AND THE
MEMBERS MAY RECEIVE AWT OTHER ALLOWANCES FOR TRAVEL AND
OTHER EXPENSES AS ARE PROVIDED IN THE BUDGET FOR KENT
COUNTY.

(G)     THE STATE BOARD OF EDUCATION MAY REMOVE ANY
MEMBER OF THE BOARD ELECTED OR SERVING UNDER THE
PROVISIONS OF THIS SECTION FOR IMMORALITY, MISCONDUCT IN
OFFICE, INCOMPETENCY, OR WILFUL NEGLECT OF DUTY. BEFORE
REMOVING ANY MEMBER THE STATE BOARD OF EDUCATION SHALL
GIVE HIM A COPY OF THE CHARGES AGAINST HIM, AND AN
OPPORTUNITY OF BEING PUBLICLY HEARD IN PERSON OR BY
COUNSEL IN HIS OWN DEFENSE, UPON NOT LESS THAN TEN DAYS'
NOTICE. IF ANY MEMBER OF THE BOARD OF EDUCATION IS SO
REMOVED, HE HAS THE RIGHT TO A REVIEW BY THE CIRCUIT
COURT OF KENT COUNTY IN A PROCEEDING DE NOVO.

(H) THE GOVERNOR SHALL APPOINT A DULY QUALIFIED
PERSON TO FILL ANY VACANCY WHICH OCCURS ON THE BOARD
AFTER DECEMBER 31, 1976, AS A RESULT OF DEATH,
RESIGNATION, FAILURE TO QUALIFY, OR ANY OTHER REASON.
ANY PERSON SO APPOINTED SHALL SERVE FOR THE UNEXPIRED
PORTION OF THE TERM OF THE VACANCY.
