authority vested in him under this subtitle, and [to]
provide for the subdelegation of any such authority.
The Governor [is authorized to] MAY delegate his
authority under this subsection to the Secretary of
Public Safety and Correctional Services.

7.

(a) Each political subdivision of this State [is
hereby authorized and directed to] SHALL establish a
local organization for civil defense AND DISASTER
PREPAREDNESS in accordance with the State civil defense
AND DISASTER PREPAREDNESS plan and program and [to] SHALL
participate in federal programs for civil defense AND
DISASTER PREPAREDNESS. Each local organization for
civil defense and [emergency planning] DISASTER
PREPAREDNESS shall have a director who shall be appointed
by the Governor upon the recommendation of the mayor, THE
EXECUTIVE, or governing body of the political
subdivisions, and who shall have direct responsibility
for the organization, administration and operation of
such local organization for civil defease and [emergency
planning] DISASTER PREPAREDNESS subject to the direction
and control of [said mayor] THE MAYOR, EXECUTIVE, or
governing body, under general power of the Governor and
Secretary of Public Safety and Correctional Services.
The local organization shall [[have such staff, personnel
and program as may be required from time to time by the
State civil defense AND DISASTER PREPAREDNESS
organization[, except where the local political
subdivision comprises a population in excess of 750,000
and maintains a full—time staff and personnel to carry
out the State civil defense plan and program. ] AS
DETERMINED BY FEDERAL AND STATE STANDARDS]] INCLUDE SUCH
POSITIONS AND PROGRAM AS MAY BE RECOMMENDED FROM TIME TO
TIME BY THE STATE CIVIL DEFENSE AND DISASTER PREPAREDNESS
AGENCY TO MEET FEDERAL AND STATE STANDARDS, SUBJECT TO
THE BUDGETS OF THE LOCAL JURISDICTIONS.

9.

(a)    Each political subdivision [shall have the
power to] MAY make appropriations in the manner provided
by law for the payment of expenses of its local
organization for civil defense AND DISASTER OPERATIONS.

(b)    [When] IF the federal government or any agency
or officer thereof [shall offer] OFFERS to the State or
any political subdivision thereof, services, equipment,
supplies, materials, or funds by way of gift, grant or
loan for purposes of civil defense AND DISASTER
OPERATIONS, the State, acting through the Governor, or
such political subdivision, acting with the consent of
the Governor, and through its executive officer or
