for the payment of the expense of engraving, printing and
other outlays connected with the issue of the loan hereby
authorized, and for the payment of the advertising
directed by this Act, and all other incidental expenses
connected with the execution of its provisions in
connection with said loan.

SECTION 5. AND BE IT FURTHER ENACTED, That the
actual cash proceeds of the sale of the bonds to be
issued under this Act shall be paid to the Treasurer of
the State upon the warrant of the Comptroller and such
proceeds shall be used exclusively for the following
purposes, to wit:

(1)    The Comptroller, immediately upon the
sale of and payment for said bonds, first, shall return
to and credit the Treasury for a sum equivalent to the
amount expended under Section 4 of this Act.

(2)     The remainder of the proceeds of such
loan shall be credited on the books of the State
Comptroller, to be expended as needed by the State, upon
approval by the Board of Public Works, for the
construction and equipping of public and other nonprofit
facilities in this State, in accordance with the
provisions of this Act.

(a) For the purposes of this Act, "facility" means
a nursing home for the accommodation of convalescents or
other persons who are not acutely ill and not in need of
hospital care, but who require skilled or long—term
nursing care and other related medical services; "public
facility" means a nursing home [[wholly owned]]
wholly—owned by and operated under the authority of a
county and/or municipality of the State of Maryland: and
"[[nonprofit]] non-profit facility" means a nursing home
[[wholly owned]] wholly—owned by and operated under the
authority of a [[nonprofit]] non-profit organization
which meets the following qualifications:

(1)        It is a bona fide religious
organization, no part of the earnings of which inures to
the benefit of any individual or is used for any purpose
other than the maintenance and operation of the facility
or the purchase of equipment to be used in the facility
or the expansion of the facility; or

(2)    It is an organization chartered as a
[[nonprofit]] non-profit corporation, no part of the
earnings of which inures to the benefit of any individual
or is used for any purpose other than the maintenance and
operation of the facility or the purchase of equipment to
be used in the facility or the expansion of the facility,
