person failing, refusing, or neglecting to comply with
the order of the court shall be punished for contempt of
court.
(f) Any person denied a license or whose license
has been cancelled, refused, suspended, or revoked by the
Administration may file an appeal for a hearing in the
matter in the Baltimore City Court or in the circuit
court of the county, as the case may be, wherein the
person resides, and the court has jurisdiction to take
testimony and examine into the facts of the case and to
determine if the petitioner is entitled to a license or
is subject to suspension, refusal, cancellation, or
revocation of license under the provisions of this
article.]

(a) The [Department] ADMINISTRATION may REFUSE,
suspend or revoke [a license after due hearing,] THE
LICENSE OF ANY RESIDENT OF THIS STATE OR THE PRIVILEGE OF
A NON-RESIDENT TO DRIVE A MOTOR VEHICLE IN THIS STATE
upon showing by its records or other sufficient evidence
that the APPLICANT OR licensee:
(1) Is either an unfit or unsafe driver.
(2) Has been convicted with such frequency of
violations of the traffic regulations governing the
movement of vehicles as to indicate an intent to
disregard the traffic laws and the safety of other
persons on the highways;
(3) Is an habitually reckless or negligent
driver of a motor vehicle;
(1) Is incompetent to drive a motor vehicle;
(5) Has permitted an unlawful or fraudulent
use of the license;
(6) Has committed an offense in another state
which if committed in this State would be grounds for
suspension or revocation.
(b) Upon REFUSING, AND BEFORE suspending or
revoking [the license of any person as provided in this
section,] A LICENSE AS AUTHORIZED IN THIS SECTION, the
Administration immediately shall give notice to the
APPLICANT OR licensee in writing, [ and upon his request
shall afford him an opportunity for a hearing, as early
as practical not to exceed 30 days after receipt of the
request, in the county or Baltimore City, wherein the
