(B)    IN THE EXERCISE OF THEIR RESPONSIBILITIES EVERY
STATE UNIT SHALL RECOGNIZE THE INTENT OF THE WILD AND
SCENIC RIVERS SYSTEM AND SHALL TAKE ALL NECESSARY ACTION
TO PROTECT AND ENHANCE THE WILD AND SCENIC QUALITIES OF
EACH INCLUDED RIVER.

(C)    IF ANY STATE UNIT PROPOSES ANY DEVELOPMENT
THAT WILL HAVE AN IMPACT ON THE WILD OR SCENIC RIVER AND
ITS RELATED SHORELINES INCLUDED IN THE SYSTEM, WRITTEN
APPROVAL OF THE DEPARTMENT SHALL BE OBTAINED PRIOR TO THE
COMMENCEMENT OF CONSTRUCTION. IN DETERMINING THE
APPROVAL, THE DEPARTMENT SHALL CONSIDER WHETHER OR NOT
THE PROPOSED DEVELOPMENT IS CONSISTENT WITH THE
MANAGEMENT PROGRAM APPLICABLE TO THE RIVER, WHETHER IT
WILL ALTER THE CLASSIFICATION OF THE RIVER, WHETHER THERE
ARE FEASIBLE ALTERNATIVES TO THE PROPOSED DEVELOPMENT AND
WHETHER IT IS ESSENTIAL TO THE GENERAL PUBLIC WELFARE.

THE DEPARTMENT SHALL NOTIFY EVERY STATE DEPARTMENT
OF EACH RIVER INCLUDED IN THE WILD AND SCENIC RIVERS
SYSTEM. THE DEPARTMENT SHALL UTILIZE THE WILD AND SCENIC
RIVERS SYSTEM AND ALL RELATED INFORMATION TO ASSIST AND
COOPERATE WITH ANY OTHER STATE UNIT WHICH EXERCISES
JURISDICTION AND AUTHORITY OVER LAND USE MANAGEMENT AND
PLANNING.

(A)    EVERY BUILDING PERMIT ISSUED BY ANY COUNTY OR
ANY OTHER APPROVAL FOR DEVELOPMENT WITHIN A SCENIC OR
WILD RIVER ZONE SHALL BE CERTIFIED BY THE ISSUING
AUTHORITY AS CONSISTENT WITH THE PROVISIONS OF THIS
SUBTITLE AND RULES AND REGULATIONS ADOPTED PURSUANT TO
IT.

(B)    THE DEPARTMENT SHALL REVIEW AT LEAST ONCE A
YEAR ACTIONS TAKEN BY EACH COUNTY RELATING TO CONSISTENCY
AND CONFORMITY WITH THIS SUBTITLE AND RULES AND
REGULATIONS ADOPTED PURSUANT TO IT.

8-410.

THE PROVISIONS OF THIS SUBTITLE DO NOT PREVENT A
FARMER FROM CONSTRUCTING ANY BUILDING USUALLY ASSOCIATED
WITH THE RAISING OF CROPS, LIVESTOCK OR POULTRY IN AN
AREA SUBJECT TO THE GUIDELINES AND RULES AND REGULATIONS
OF A SCENIC OR WILD RIVER.

INTERPRETED TO DEPRIVE ANY PERSON, PARTNERSHIP, CORPORATE
