RIVERS AND SHORELINES AND PROVIDING FOR THEIR PRESENT AND
FUTURE USE AND ENJOYMENT.

8-403.

(A)    A WILD AND SCENIC RIVERS SYSTEM IS ESTABLISHED
WITHIN THE DEPARTMENT. THE SECRETARY SHALL ADMINISTER
THE PROVISIONS OF THIS SUBTITLE AND CARRY OUT THE
PURPOSES OF THE WILD AND SCENIC RIVERS PROGRAM FOR EACH
DESIGNATED RIVER INCLUDING ANY RIVER DESIGNATED
SUBSEQUENTLY AS PART OF THE SYSTEM. HIS DUTIES INCLUDE
CONDUCTING STUDIES, DEVELOPING STANDARDS AND CRITERIA FOR
THE CLASSIFICATION AND DESIGNATION OF RIVERS, DESIGNATING
RIVERS FOR INCLUSION WITHIN THE SYSTEM, AND PLANNING AND
MANAGING THE COMPONENTS OF THE SYSTEM.

(B)    THE FOLLOWING RIVERS AND RELATED SHORELINES
ARE THE INITIAL COMPONENTS OF, AND SHALL REMAIN A PART
OF, THE WILD AND SCENIC RIVERS SYSTEM:

(1)

DEER CREEK IN HARFORD COUNTY;

(2)

PATUXENT;

(3)

POCOMOKE;

COUNTIES;

POTOMAC IN MONTGOMERY AND

FREDERICK

(5)

MONOCACY;

(6)    SEVERN FROM THE MARYLAND ROUTE 3 BRIDGE
TO THE RIVER'S CONFLUENCE WITH THE CHESAPEAKE BAY AND ITS
RELATED SHORELINES;

(7)    WICOMICO IN CHARLES COUNTY; AND

(8)    YOUGHIOGHENY.

(C)    BY JULY 1, 1976, THE DEPARTMENT SHALL
DESIGNATE THE RIVER STRETCHES AND RELATED SHORELINES OF
THE INITIAL COMPONENTS OF THE WILD AND SCENIC RIVERS
SYSTEM AS EITHER A WILD OR SCENIC RIVER.

(D)    BY JULY 1, 1976, THE DEPARTMENT SHALL PREPARE
A STUDY AND PLAN FOR THE USE AND DEVELOPMENT OF THE WATER
AND RELATED LAND RESOURCES OF DEER CREEK IN HARFORD
COUNTY. THE STUDY AND PLAN SHALL EVALUATE DEER CREEK AS
A WATER AND SCENIC RESOURCE, AND EVALUATE ITS SHORELINE
AND RELATED LAND IN TERMS OF ZONING, PARKS, AND
RECREATIONAL AREAS, PUBLIC AND PRIVATE USE. THE STUDY
AND PLAN SHALL BE MADE IN CONSULTATION AND COOPERATION
WITH EVERY AFFECTED GOVERNING UNIT OF HARFORD COUNTY.
UPON COMPLETION, THE DEPARTMENT SHALL FILE THE STUDY AND
