SIMILAR INSTITUTIONS. IN THE APPOINTMENT, ELECTION AND
EMPLOYMENT OF ALL PERSONS UNDER THE PROVISIONS OF THIS
SUBSECTION, HONORABLY DISCHARGED VETERANS OF THE UNITED
STATES ARMED FORCES SHALL BE PREFERRED. ALL EMPLOYEES
APPOINTED UNDER THE PROVISIONS OF THIS SUBSECTION ARE
EMPLOYEES OF THE COMMISSION AND NOT OF THE STATE , AND
SHALL NOT RECEIVE ANY COMPENSATION AND BENEFITS OF ANY
KIND FROM THE STATE.

[[(I)]] (H) TO DELEGATE TO ANY COMMITTEES OF THEIR
NUMBER WHATEVER POWER AS THEY CONSIDER PROPER, BUT NO
EXPENSE MAI BE INCURRED BY ANY COMMITTEE WITHOUT THE
AUTHORITY OF THE BOARD. ALL COMMITTEES SHALL REPORT TO
THE BOARD AT EVERY REGULAR MEETING, AND WHENEVER ELSE THE
BOARD MAY REQUIRE, WHATEVER ACTION HAS BEEN TAKEN BY THEM
SINCE THEIR LAST REPORT IN ALL MATTERS ENTRUSTED TO THEM.

[[(J)]] (I) TO APPLY ALL MONEYS, ASSETS, PROPERTY,
OR OTHER THINGS OF VALUE IT MAY RECEIVE AS AN INCIDENT TO
ITS OPERATION TO THE GENERAL PURPOSES OF THE COMMISSION.

[[(K)]] (J) TO COOPERATE WITH AND TO RECEIVE THE
[[ASSISTANCE]] COOPERATION. INSOFAR AS PRACTICABLE, OF
ANY AGENCY OF THE STATE, OR ANY OF ITS POLITICAL
SUBDIVISIONS, AND ANY PRIVATE, PUBLIC, OR FEDERAL AGENCY
OR FOUNDATION, OR PERSON IN ITS ESTABLISHMENT AND
MANAGEMENT OF THE VETERANS' HOME IN FURTHERANCE OF
PURPOSES AND OBJECTIVES OF THE COMMISSION.

[[(L)]] (K) TO TAKE ANY ACTION NECESSARY AND PROPER
TO EFFECTUATE THE POWERS CONFERRED EXPRESSLY BY THIS
SUBTITLE.

[[(M)]] (L) TO ADOPT, SUBJECT TO THE TERMS OF THIS
SUBTITLE, RULES NECESSARY FOR THE REGULATION OF THEIR OWN
GOVERNMENT OR TO EFFECTUATE THE PURPOSE AND OBJECTIVES OF
THE COMMISSION.

[[(N)]] (M) TO DELEGATE ANY OF THE POWERS CONFERRED
IN THIS SUBTITLE TO ANY ONE OR MORE OF THE TRUSTEES OR TO
THE COMMANDANT OF THE HOME; AND

[[(O)]] (N) TO REPORT ANNUALLY TO THE GOVERNOR AND
THE GENERAL ASSEMBLY THEIR ACTIVITIES DURING THE
PRECEDING YEAR TOGETHER WITH ANY RECOMMENDATIONS OF
REQUESTS THEY DEEM APPROPRIATE TO FURTHER THE PURPOSES OF
THE COMMISSION.

THE TRUSTEES SHALL ELECT FROM THEIR MEMBERS A
CHAIRMAN, A SECRETARY, AND OTHER OFFICERS AS THEY

DETERMINE. THE TRUSTEES SHALL MEET AT PLACES AND DATES

TO BE DETERMINED BY THE TRUSTEES, BUT NOT LESS THAN TWO
