THE PURPOSE OF THE MARYLAND VETERANS' HOME
COMMISSION IS DECLARED TO BE OF GENERAL BENEFIT TO THE
VETERANS OF THE STATE OF MARYLAND. THE COMMISSION SHALL
HAVE PERPETUAL EXISTENCE SUBJECT TO MODIFICATION BY THE
GENERAL ASSEMBLY OF MARYLAND IF NECESSARY TO EFFECTUATE
THE PURPOSE OF THE COMMISSION, AND SUBJECT TO TERMINATION
BY THE GENERAL ASSEMBLY WHEN AND IF ITS SUBSTANTIAL
PURPOSE CEASES, THE VETERANS' HOME ESTABLISHED BY THE
COMMISSION SHALL BE OPERATED UNDER THE CONTROL,
SUPERVISION, AND MANAGEMENT OF THE COMMISSION IN
ACCORDANCE WITH RULES AND REGULATIONS IT PRESCRIBES.

53.

(A)    [[THE POWERS AND DUTIES OF]] THE MARYLAND
VETERANS' HOME COMMISSION SHALL [[VEST IN AND BE
EXERCISED BY A BOARD]] CONSIST OF 12 TRUSTEES, ONE OF
WHOM SHALL BE A PERSON WHO IS CURRENTLY THE CHAIRMAN OF
THE MARYLAND VETERANS' COMMISSION. IN ADDITION, THE
GOVERNOR, THE PRESIDENT OF THE SENATE, AND THE SPEAKER OF
THE HOUSE OF DELEGATES SHALL BE EX-OFFICIO MEMBERS OF
THE BOARD OF TRUSTEES. ELEVEN OF THE TRUSTEES SHALL BE
APPOINTED INITIALLY BY THE GOVERNOR, BY AND WITH THE
ADVICE AND CONSENT OF THE SENATE AS FOLLOWS: THREE
MEMBERS FOR TERMS OF ONE YEAR EACH; THREE MEMBERS FOR
TERMS OF TWO YEARS EACH; THREE MEMBERS FOR TERMS OF THREE
YEARS EACH; AND TWO MEMBERS FOR TERMS OF POUR YEARS EACH.
AS THE TERMS OF THE APPOINTED TRUSTEES EXPIRE, THEIR
SUCCESSORS SHALL BE APPOINTED BY THE GOVERNOR FOR A TERM
OF FOUR YEARS EACH, BY AND WITH THE ADVICE AND CONSENT OF
THE SENATE.

(B)    IP A TRUSTEE FOR ANY REASON FAILS TO SERVE OR
TO COMPLETE ANY TERM, THE GOVERNOR SHALL APPOINT A
SUCCESSOR TO THE TRUSTEE TO SERVE FOR THE REMAINDER OF
THE TERM. THE TRUSTEES SHALL BE SELECTED SO AS TO OBTAIN
A BROAD DISTRIBUTION BOTH FROM AMONG VETERANS AND
VETERANS' GROUPS AND FROM A BROAD GEOGRAPHICAL
DISTRIBUTION THROUGHOUT THE STATE SO FAR AS IS
PRACTICABLE AND CONSISTENT WITH THE PURPOSES AND
OBJECTIVES OF THE COMMISSION.

54.

THE TRUSTEES SERVE WITHOUT COMPENSATION.

55.

(A) THE TRUSTEES HAVE THE FOLLOWING POWERS AND
DUTIES,

[[(B) TO RECEIVE ANNUAL APPROPRIATIONS AS ARE
PROVIDED IN THE BUDGET TO CARRY OUT THE PURPOSES OF THIS
SUBTITLE.
