require a day school term of training of not less than
(one thousand] 1,500 hours within a period of not less
than [six] NINE consecutive months, or a night school
tern of training of not less than 1,500 hours within a
period of not less than eighteen consecutive months for a
complete course, comprising all or a majority of the
practices of beauty culture, as provided by this
subtitle, and to include practical demonstrations and
theoretical studies, and study in sanitation,
sterilization and the use of antiseptics, cosmetics and
electrical appliances, consistent with the practical and
theoretical requirements as applicable to beauty culture
or any practice thereof. In no case shall there be less
than one teacher to each twenty—five pupils. All
schools must be so designated by the name of said school.
(d) Courses in the practice of massaging the face or
applying cosmetic preparations, antiseptics, tonics,
lotions, or creams to the face, AND BEHOVING SUPERFLUOUS
HAIR BY THE USE OF TWEEZERS, DIPILATORIES, OR WAXES, and
in the practice of styling, cutting, fitting, combing,
setting, and any other treatment of wigs, wiglets, falls
and similar hairpieces, AND IN THE PRACTICE OF MANICURING
[[AND]] OR PEDICURING NAILS, may be established and
taught by a school of beauty culture duly licensed under
subsection (a) of this section or by specialized schools
of beauty culture established for the purpose of teaching
one or [both] MORE of the aforementioned courses which
are approved by the Board of Cosmetologists. Rules and
regulations governing the establishment and teaching of
these specialized courses shall be promulgated by the
Board of Cosmetologists.

Each member of said Board shall receive [twenty—five
dollars ($25.00)] $30 for each day employed in the actual
discharge of his or her official duties[, not to exceed
in any one year the sum of three thousand seven hundred
fifty dollars ($3,750.00) for any member of the Board,]
and his or her necessary expenses so incurred. There
shall at all times be available for consultation at least
one member of the Board. The compensation and expenses
of the members and officers of said Board, and all
expenses, including office help and professional advice,
and services which, in the opinion of said Board, are
proper and necessary to discharge its duties and to
enforce the law, shall be paid out of such fund upon the
approval of the chairman of said Board. The salaries
shall be paid by the Board at the rate per diem of actual
service herein provided and traveling expenses, in
accordance with State regulations, shall be allowed to
members of the Board for attendance at Board meetings.
Said Board may also employ inspectors and examiners to
