scholarships to which residents of Harford County are
entitled shall be awarded by the Harford County Board of
Education.] In the event any designation is not made by
this time, the right to make the award shall [thereafter]
be exercised by the State Scholarship Board.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
[[shall take effect July 1, 1975.]] is hereby declared to
be an emergency measure and necessary for the immediate
preservation of the public health and safety and having
been passed by a yea and nay vote supported by
three—fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

AN ACT concerning

Vehicle Laws — Required Security

FOR the purpose of requiring that every motor vehicle
liability insurance policy issued after a certain
date contain uninsured motorist coverage in certain
minimum amounts, in addition to other required
coverages, and amending the law concerning required
security to reflect the addition of uninsured
motorist coverage as a requirement, and correcting
an erroneous cross—reference, and providing that a
person having the mandatory uninsured motorist
coverage may not collect from the Maryland
Automobile Insurance Fund , [[and changing the
assessments made against insurers for payment to
the Maryland Automobile Insurance Fund.]] providing
for the reduction of payments made by an insurer
under certain conditions, and clarifying language.

BY repealing and re—enacting, with amendments,
