issued an inactive license under certain conditions
for a certain registration fee; [[and]] providing
that the State Board of Dental Examiners may subject
certain dentists who reapply for an active license
to certain requirements and conditions before
issuing the active license; and providing that
revocation or suspension of a license by another
State may be grounds for revocation or suspension in
Maryland.

WHEREAS, Dentists licensed in the State of Maryland
but practicing in other states can automatically
establish practice in Maryland even though they may be
about to lose their licenses in other jurisdictions; and
WHEREAS, No mechanism exists whereby the State Board
of Dental Examiners can withheld the right to practice
dentistry from such a dentist; now, therefore,]]
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Sections 5(f)(1) and (f)(2) be and
they are hereby added to Article 32 — Dentistry, of the
Annotated Code of Maryland (1971 Replacement Volume and
1974 Supplement) to read as follows:
Article 32 — Dentistry
5.
(F) (1) ANY DENTIST NOW LICENSED BY THE
STATE OF MARYLAND, BUT [[PRACTICING REGULARLY AND
EXCLUSIVELY OUTSIDE OF THIS STATE, OR]] NOT PRACTICING
DENTISTRY WITHIN OR OUTSIDE OF THE STATE FOR A PERIOD OF
THREE YEARS, SHALL BE ISSUED AN INACTIVE LICENSE, SUBJECT
TO AN ANNUAL REGISTRATION FEE NOT EXCEEDING $5.
(2) ONCE A DENTIST HAS MAINTAINED AN
INACTIVE LICENSE FOR THREE YEARS OR MORE, OR IF HIS
PRIVILEGES TO PRACTICE HAVE BEEN SUSPENDED OR REVOKED BY
ANY OTHER STATE IN WHICH HE WAS PRACTICING, AND IF HE
REAPPLIES FOR AN ACTIVE LICENSE WITHIN THIS STATE, THE
BOARD MAY SUBJECT THE CANDIDATE, AFTER PRESENTATION OF
